The Elevator Industrialists' Federation (ASFED) will enter into force in April 2020; TS EN 81-28 + AC organized a workshop on the remote alarm standard for passenger and freight elevators, bringing together all relevant stakeholders of the industry. With the support of the Ministry of Industry and Technology, Mr. Halil İbrahim Çetin, General Manager of Industry and Technology Efficiency made the opening speech of the workshop organized in the organization of ASFED. The workshop, which was held with a one-day intensive program, was executed by the relevant departments of the Ministry of Industry and Technology, Engineers, TSE Engineers, Authorities of Type A Inspection Institutions, Authorized Authorities of the Notified Bodies, ASFED Board of Directors and associations affiliated to ASFED, EAYSAD management, many manufacturers. Company official and Turkcel and Vodafone officers participated.

The TS EN 81-28 + AC standard is a standard that brings many innovations to make the emergency response safer and healthier for passengers and elevators trapped in the elevator with bidirectional communication. However, although the standard will be fully implemented in March 2020, it draws attention to the scarcity of the right products in line with the standard in the market. Upon the requests coming to the Federation on the subject, all relevant stakeholders were invited to meet at a table so that TS EN 81-28 + AC could be understood by the sector and produced quality products. The parties, who came together with the ASFED organization and invitation, agreed with the results after the workshop to fulfill their duties in order to produce more accurate, safer and more effective products and not have problems in implementation. All information about the output of the workshop and the conformity of the products to be produced and the application conditions in the field will be shared with the industry and published in ASFED publishing organs.

Halil İbrahim Çetin: “A serious ecosystem has been created from many branches on the elevator”


Industry and Productivity General Manager Halil İbrahim Çetin delivered the opening speech of ASFED TS EN 81-28 + AC Workshop. Çetin emphasized the importance of the workshop in his speech and thanked ASFED Management for his work. Tough; “It is a remarkable matter to gather the sector by taking an important standard subject and to work on how we can create solutions for it. In this sense, I would like to present my appreciation to both the Federation and you. The elevator is not a single piece, it is a product that consists of many parts. An elevator means an area that requires the ability to combine many technical competencies. At the same time, the elevator also carries a life, so life and property safety is really important. Therefore, there are regulations that we harmonized from the European Union, as well as regulations issued by our Ministry. A serious ecosystem from many branches has been created on the elevator. However, if all of them work in harmony with each other, we will reach our goal. ”

Cetin mentioned the localization in the elevator in his speech and said the following; “Developing domesticity while doing such a service is another important issue. We have to make an effort in this regard. The Elevator Industrialists' Federation is making great efforts on localization. In this sense, I think we will take forward steps together. ”

Industry and Productivity General Manager Halil İbrahim Çetin, at the end of his speech; “TSE EN 81/28 standard, which is the subject of the workshop, is an important issue. We will consider the outputs from this study. I thank you all very much for this belief. You are doing an important job. I also express that I would be happy to use our elevator brands all over the world and to leave the brands recommended in the world from our country. ”

Yusuf Atik: “ASFED will continue to sign such organizations as a roof organization”

Following the speech of Çetin, ASFED Chairman Yusuf Atik appeared on the podium. While Atik thanked everyone who worked in the workshop; “I would like to thank all public institutions and private sector colleagues who participated in the ASFED invitation. İbrahim Özçakır: “We observed that 81-28 was not correctly understood and there were no correct products on the field”

ASFED Technical Committee Member İbrahim Özçakır made a presentation to explain the evaluations regarding TS EN 81-28 and TS EN 81-28 + AC and the features of the related equipment. In Özçakır's speech; “We observed that 81-28 was not correctly understood and there were no correct products on the field. Our aim to set out to do this workshop was born from here. AC 81-28 March 2020 in Europe and the equivalent time in Turkey will enter into force. In general, we can say:

A standard that refers to 81-20.
Charging and controlling the battery we supply is an important feature. Otherwise, since the recovery cannot be made, the elevator is disabled due to the standard.
"What are the important details of signalization and what should be in the cabin, we have to look at it."

Many countries in the world install elevator emergency services

TASİAD Board Member Abdurrahman Aksöz said; He made a presentation on the information about the standard's overseas practices. Prominent notes in the presentation of Aksöz are as follows:

Italy: There are 5 main Call Cetres and there are small organizations locally. In addition, big companies have services established within their own organization.

Germany: It is carried out within the company and within the Emergency Rescue Service.

Spain: It is known that the devices are installed in the elevator through the Private Institution and invoiced on the rescue service.

Czech Republic: An emergency center is established in every city and resolved.

Switzerland: It is known that the emergency rescue service created within the company and directed to night guards for small companies.

 

Why are alarm systems sought in audits?

If Mustafa Görmiş is; He shared important information under the title of “Audits and Situations encountered in the Field” representing Type A Institutions. Görmiş In his presentation he prepared in response to the question “Why are alarm systems sought in inspections?”; “There are two kinds of audits. The first one is the inspections performed by the organizations approved before placing on the market, and the periodic checks performed by the Type A Inspection institutions after placing on the market. When we look at why the alarm system is sought in pre-release inspections to the market, everything has been defined in the 2014/33 / EU elevator regulation. In accordance with the statements stated here, the alarm system, bidirectional communication and other elements are taken into consideration. ANNEX 1 Basic health safety rules 4.5. article says; cabs should have two-way communication and audible alarm equipment that provides permanent contact with the rescue service. This is our main starting point for inspections. Based on this, we are directed to implement the conditions of 81/28, which are specified in 81/20 ”.

Mustafa Görmiş: “Another critical point is being trapped in the well or on the cabin”

Mustafa Görmiş also mentioned the issue of being stuck at the bottom of the well, which is a critical point of 81-28; “Another critical point is getting stuck at the bottom or on the cabin. In our elevator regulation, it is only mentioned that being trapped inside the elevator cabin, but since a machine is counted in elevators and in the elevator regulation, there is a statement that the basic machine regulation related to the elevator should also be complied with. Based on this, it directs to the Article 1.1.2. (A) of the 2006/42 / EU Machinery Safety Regulation. This article reveals the necessity to apply an alarm device that enables us to have two-way communication, if there is a trap and a trap. We call it 81/20, we say 50, we call it 28, what matters is our elevator regulation and machinery safety regulation. ”

Before proceeding to the question and answer section of the workshop, Moderator Mustafa Uçar stated that ASFED had translated the 81-28 translation of the technical committee and would forward their suggestions to TSE, and shared the main topics of the regulation they translated. 40 questions from the participants were emphasized from the question and answer part for the solution suggestion for problems encountered in practice. All questions were answered and opened to discussion. Following the notes received, it was announced that a final declaration would be prepared, while the announcement would be shared with all sector stakeholders and published in ASFED publishing bodies.
